Buying a used computer and changing ownership

If I buy a used computer with XP preloaded and activated,
Can I go to the Users and change the name of the administer account and
associated passwords and effectively have the machine clean for me?
How would I notify MS that I am now the new owner.
(found nothing related to registration on the MS web)
I would be getting all of the disks that came with the computer (A Dell)
The present owner is updating to a new DELL with more options.
 
Best suggestion is to do a clean install with the Dell XP disks (make sure
he gives you the PK as well). That way you will indeed have a "clean
machine".

No guarantees that viruses or other junk aren't on machine, and changing
user name won't fix that.
 
The "Administrator" account is there by default (and not normally visible in
Home, at least,) but you can add/remove/change other users to your heart's
content.

As far as letting MS know, you don't ever "have" to register. Activate, yes,
but registration is optional. And if it's already running you won't have to
worry about that. You may want to call Dell, though, to see if there's any
warranty left...
