button disabled?

When you go to the control panel then folder options then view, is the "apply
to all folders" button disabled? If so, why?
 
Instead of opening the Control Panel,you open My Computer>Click
Tools>Folder Options>View.

It just is. That's the why they wrote the operating system. If you are
collecting answers for homework, use Google or another resource. If you
want to know how to do something, then you got your answer: do your
Folder Options from an Explorer window such as My Computer.

Menu items in Windows are contextual. If they don't apply to the
situation, they are "grayed out". If you are posting questions in
reference to a homework assignment please review the reading assignment

I was wondering if I found a bug. Perhaps the Folder Options window should
not be in the Control Panel.

No bug, and Folder Options DO belong in Control Panel.
