Business Contacts not appearing in "To"

In version 2003 (now using 2007) when I clicked on "TO" I could get email
address in Contacts and Business Contacts by selecting which file the address
was located. In 2007 I can only find Contacts and Address Book. Why can not
access the Business Contact infomation in 2007 or what must I do so that I
can access it like in 2003?
 
If you are asking about "Business Contacts Manager" you should post in that
group. It would not be an Outlook issue.
