Is it possible to burn powerpoint presentations so that people without
powerpoint can view them on their computer?

Better yet...is it possible to burn powerpoint presentations on DVDs?

Which version of PowerPoint do you use? In PPT 2003 you will find the
option File - Package for CD, which produces a CD including the PowerPoint
viewer, so that they can watch it on their computer. In older versions you
can do that manually: http://www.rdpslides.com/pptfaq/FAQ00037.htm.

To burn presentations on DVD to watch on a stand-alone player and TV, you
need to make a video of the presentation:
http://www.rdpslides.com/pptfaq/FAQ00156.htm. (But the quality will be worse
than on a computer screen.)
