building new pc

I am building a new home pc and I want to use my newer HD
that I have that is installed on my old P3. The HD has XP
Pro loaded on it. Is it acceptable to reload XP once
connected to my new motherboard, and re-register XP with
Microsoft. I dont how I am supposed to handle this as
Microsoft requires registration and the configuration has
changed.

If I understand you correctly, yes, it is acceptable to install your XP
Pro on the new home PC as long as you remove it from the original PC;
you see, you only have one Windows XP license, so it can only be
installed on one PC at a time. You may have to reactivate the license by
contacting Microsoft, though.

Yes, this is acceptable. Call Microsoft and explain the situation, and
you are okay as far as activation goes. Use the toll-free number on your
packaged product.
I take it you correctly realize that you cannot remove the hard drive
from an old machine, put it into a new machine, and expect it to work.
Windows, during Setup, writes thousands of hardware-specific settings to the
system registry, and as such, you *must* re-run Setup. In fact, I'd suggest
starting clean, and doing a complete, clean re-install. Don't forget to back
up your data files first from the old computer. You may be able to do this
on an extended partition of the hard disk.
