Bugs in IE6sp1: Browser doesn't reneder dotted/dashed borders correctly

First of all is this the right place to report bugs/faults in IE?

Anyway on to the specific problem, IE fails to render dotted/dashed borders
correctly when scrolling the window. All other browsers work correctly, so I
feel it's unlikely to be a graphics driver problem. Is this a known fault?
And will it be fixed?
