browserui.dll keeps changing

Every time I open explorer.exe (right click start,
explore) Microsoft Antispyware says "an application change
has been blocked. ...has blocked the internet explorer
shell browser Microsoft shell browser UI Library
(browserui.dll) from being installed.

Is this something that should be allowed? I guess I
blocked it before.

If using a limited-user account, this is the cause. The
current build only supports ONE administrator account,
the one that installed the application.
