I have been trying to connect only 2 computers together mainly to transfer
files. I do not need to connect the the internet. From what I read I need
at least one computer to have an active browser in the network. By using a
utility called Browstat neither computer has it active. How do I enable the
browser on one of the computers. Both are running XP one professional and
one home edition. Both have service pack 2.
 
You will need to enable Client of Microsoft network and file and printer sharing. You should not need to do any about computer browser except you have an issue. This how to may help,

the Client is enabled. I was told by another MVp that I needed to have a
browser so one of the computers can see the other, which they don't so that
may be the issue. I also cannot get the two IP Addresses to see each other,
so that might also be related to the browser. I used Browstat to find this
out, with help from the other MVP.
