browser hijacked, need help

My IE has been hijacked and I'm getting pop ups everywhere. I've tried to run Spybot, Adaware, and many other programs. I also have a firewall and Norton Anti-virus installed and running, but I'm not the only user and it was shut down at some point. I even tried system restore on many different points in time and it told me it could not restore it.

I don't know what to do. I just gave up on it and downloaded netscape because it is horrible. Every time I try to search google I get another page that pops up from search-to-find with the same search terms. I just want this thing gone.
 
First. Make sure of these settings and nothing will install without you
answering YES. (Except what may install as part of some other software.)

Start | Settings | Control Panel | Internet Options | Advanced tab |
Make sure both of these are NOT checked.

 Enable Install On Demand (Internet Explorer)

Thank you for all of the help and the links. I tried all of those programs and while it finds some, it doesn't fix the problem I'm having. :( When I run the scans they tell me there is no parasite.

I'm at a loss and it's frustrating. I can't reformat as we never received a disc when we purchased the computer!
