Browser Hijack

When I click on Internet to start my browser, another
rogue site takes over. I have managed to empty this site
so it appears as 'cannot be displayed', I can then click
on my browser and continue. I have changed my home site
in Explorer but the rogue site always takes over. How can
I prevent this
 
Also, search the registry for the url of the site that you don't want as a
'home page.'
SpyBot's "Tea Timer" utility (if active) would then prevent modifications in
registry if so you choose.
