I couldn't find a suitable Newsgroup. I have installed a Broadband Modem on Windows XP Pro and followed all the instructions and it connects fine, however, there is a small Icon in the Task Bar called "Remove Alcatel Modem Safely". I understand that this is refering to the Modem I have installed but is this indicating that there may be an issue with it?

No this is either just an icon from the device manager to allow you to
remove the modem as a device from your system cleanly or one placed there by
the setup of the modem to allow you to deinstall it easily if you wished.
It does not denote any current or ongoing problem.
