Broadband Access through XP

I have access to broadband through Tiscali. It creates access to the modem from software set in the My Programs it did not add the modem to my hardware at the set up stage. It all works fine but my family have definitions as Limited XP Accounts and as such it does not allow them access to the modem. If I change their designation to Administrator it does. Why is this and how can I get around it please

Thanks Rob. Interesting comments in the Tiscali forum rather depressing really. To be fair to them Tiscali responded last evening - I needed to change a setting in the Dial Up Connetion for 'anyone to use' this let Users connect through OK.
