Which bb provider, and what software/hardware was installed?
The current broadband providers with uptodate systems use nothing more than
TCP/IP protocol, a NIC, or USB and a cable modem. Additional software is
only needed when the cable modem's USB port is used.
This sounds more like a hardware problem of some type if the computer will
not startup properly or at all.
(Example)
If a NIC card was installed by the BB provider, the drivers may not be the
correct ones, or the NIC card may not be a good quality card.
