How do i know when system tests are running on the whole entire start up i tapped delete and it didnt work
 
As soon as you start your computer you will see an initial screen appear. This is when you have to tap the delete key. Try tipping it several times during the first few seconds. Some systems are very fast so you may have to try a couple of times to hit it right.
What type of system are you running? You may have a different key stoke required IE ESC Key. If you let me know which machine and Bios (shows on initial screen) we can find the key required if the Delete still doesn't work.

Aside from this you are able to respond on the same screen you are viewing this message on. You shouldn't be starting a new thread each time. Just click on the reply button.

You'll see the keyboard LEDs flash as a reset is sent to all devices to
put them into a known state. The video BIOS loads (so you can see the
following screens). When you see the screen showing your BIOS version
and memory size, the POST is done. It is then that you hit whatever key
is appropriate for your system to enter the BIOS setup screens. That
key may be: Del, Esc, F8, Enter, or whatever the BIOS is expecting.
You'll need to read your manual to see what key triggers entry into the
BIOS screens, or just try some to see what might work, or hope another
user of the same brand and model (which obviously you will need to
actually specify) can tell you as to what they use.

I don't why Boozo thought your Compaq Presario might be a laptop. They
also make desktops under the Presario family name. If you are using a
desktop and a USB keyboard, your BIOS *must* support USB input devices.
BIOS support of USB keyboards and mice is relatively new so your BIOS
may not support them, and if they aren't supported then they are not
usable. Remember that nothing of the OS has yet loaded so obviously no
USB drivers been yet loaded to support those devices. There's no
advantage to using USB keyboards and mice if your computer has the PS/2
ports for them. So try connecting your keyboard (and mouse) to the PS/2
ports and see if you can then enter the BIOS screens using whatever is
your BIOS' trigger key. If you are using a USB-only keyboard (i.e., it
did not come and cannot use the USB-to-PS/2 adapter) then you'll need to
get a keyboard that supports its use on a PS/2 port.

I was working under the assumption this individual didn't have a manual available otherwise they would have looked it up in the first place.

Sorry, I didn't think it was a laptop I was curious to know if it was as this would help help them out.
