Booting problem

I have Pc that is having a problem booting into windows
after being shutdown. If I do a restart from within
windows it will boot fine but if I shut down in the
normal way ie:- start and choose shutdown from the three
options it will not boot after pressing the power button
on front of tower all I get is the fans all running .If I
switch off at mains supply and disconnect it from back of
tower and leave it for a minute then reconnect everything
it will boot up fine. Has anyone got any ideas what could
be going on as this PC is neeeded for business on a daily
basis. Thanks in advance Robin.
 
I have tried a new power supply but it did not fix my
problem anymore ideas would be helpful. regards Rob.

I had one that did that and it was the power supply.

Had one with a flakey mother board (new). Turn the pc on and when it don't
come up, turn it back off and then right back on. See what happens. Have you
reseated you ram...?
The above problem was on a msi board.
