Insert blank floppy disk.
Open My Computer.
Right click on Floppy A.
Click Format.
Click MS-DOS Boot disk.
Follow prompts.

What Carey said works for making a "Windows ME Boot Diskette".
You could go to www.bootdisk.com and download images for them as well.
