Boot time MSG: Windows XP Setup cannot run in Safe Mode

Hi!

I have a Dell PC with factory installed Windows XP SP1
running fine for the last 6 months. Now, I can not boot
the system. When system is powered on, it comes up with
this message in the dialog box

"Windows XP setup cannot run in Safe Mode".

When you click on OK Button, it attempts to reboot with
the same result.
I tried to repair/reinstall window XP from CDROM with
the same result.

Need Help ! Any suggestions ?
