I have had this problem before but I cannot remember what the fix was. When
I am on a webpage and I want to download a picture on that site it will only
let me download it as a bmp. Since the pic is animated I know it is a gif
but only bmp comes up as an option. I thought the fix was to delete your
temp internet files. But that didn't help. I did the tools, internet
options, delete files. No help. Can someone help?

You need to clear out your IE temp files. Rt click the IE icon, Properties >
delete files under Temp Internet files
