Blue screen of death

Help plz

When system reboots blue screen flashes fast then back
restart again and again making it unable to see it. How
do I stop the blue screen to see what it says.

You can try to boot into safe mode to allow you to

change that auto-restart option, or select the option for
the "last known good configuration". To uncheck that
option for auto-restart; enter your system properties,
then click the advanced tab, then select Startup and
Recovery settings button, and uncheck that option box.
 
Tried everything it just keeps rebooting. How do I stop
blue screen to read what is said on there?
