Blue icon?

Yes, in My case, after switching to- and back to/from
other users (Windows logo - L , fast user switching) when
MSAntispy is runnung a scan! More user have noticed this.
This seems to be a bug, the color has no meaning (pitty?!)
 
Yes, it relates to Fast User Switching, Remote Desktop, Remote Assistance or
Terminal Services running.
 
And here I thought I was going quite mad. Couldn't
figure out why the heck this was happening, but it kept
showing up that way every time I accessed the affected
desktop system from my notebook via Remote Desktop.

policy."
