Blocking Users From Internet access on XP Pro SP2

I am running Windows XP Pro SP2 and want to restrict internet access to
certain users (for company security reasons). Is this possible on XP Pro?
 
You can use routing or routing changes configured in a login script to
prevent or restrict Internet access. However, the best and most secure way
to control user access is with a full featured rule based proxy server - eg.
ISA.

Go to internet explorer properties, click on connections, click on lan
settings and configure proxy. You must have a server to use this feature. If
you do not have a server assign a static ip address and take away the
gateway. You must make sure they do not have administrative rights to change
it back.
