Blocking Ping requests in Windows Vista

Howdy all, using the "shields up" site to check our security, everything
checks out except the computer responds to pings!

I've been trying to turn it off by making new inbound rules to block ICMPv4
and ICMPv6 (custom rule, applies to all programs and services, protocal
numbers 1 and 41, all local/remote Ip addresses, all profiles). It all looks
nice, but it doesn't seem to stop answering pings. Is there something I'm
missing here?

You'd need to enable the outbound firewall, since a ping reply is an
outbound message.
