Blocking Installs on XP

I am thinking of doing a FULL install/upgrade from Win98 to WIN XP.

My 12 year old will install ANYTHING AND EVERYTHING on the computer and this
includes Downloads that have viruses.

Another reason for the full install at this point. Too Many viruses clogging
it up.

Does anybody know,

Can I restrict him from doing this in Win XP?
