blocking image download in public folder

I'm using Outlook 2003 and it's correctly not downloading images for
msgs in my inbox, junk folder, etc.

I created a SPAM folder in the public folders and Outlook DOES download
the images in the html emails there. Why is this? Is there a way to
block image downloads here too? Or does it just not work for public
folders?

It works the same for Public Folder. Could it be possible that someone else
already downloaded the images?

I do not think so. I am definitely the first person to be looking at
the public SPAM folder. Kind of strange, no?

I still cannot figure out how to avoid the images from downloading in
this one folder.
 
The header of my messages in my public folder/SPAM folder say:

Conversation: (e-mail address removed) - Email subject
Posted: Tue 3/22/2005 10:46 AM
Posted to: SPAM

Is the issue in the way that I set up this folder? When the msg is
"posted" - are the images downloaded?
