Blocking IE completely

is it possible for some users?

I mean you can delete the icons, but users can still use windows explorer to
browse the internet.

the only thing they should be able to do on the internet is RDP to one IP
address, everything else should be blocked

thoughts?

They could FTP to a download site for another browser.

i think that'd be still to technical for them, plus they'd need permissions
to install it. Any ideas on how to block it still?
