Blocking everything except Contacts/Address Book

Is there a way, in Outlook 2002, to block everyone except people in my address book (like in hotmail where you can block everyone except your safe list)and send everything to the delete folder where it is automatically deleted,I dont want to spend the rest of my life updating my junk senders list,and i dont understand the rules wizard very well.
 
This takes two Rules Wizard rules. The first one has the condition "in
<specified> address book" and the action "stop processing more rules." The
second has no conditions, so it applies to all remaining messages and
deletes the message.
