Blocking Activex downloads in Internet Explorer

What zone you are looking at to block the downloads?

If it is the Internet zone, look at the following key: [HKCU\Software\Microsoft\Windows\CurrentVersion\Internet Settings\Zones\3]

You are probably going to be interested in options 1001 and 1004 (prohibit the actions by setting their values to 3).

How can I block activex downloads in Internet Explorer? I'll have to
preconfigure internet explorer and add it to the XPe image.
