blocked senders not blocked

I have a number of senders on my blocked senders list. when the email comes
in, i right click and add that address to my blocked senders list. it
immediately moves that email to my junk email folder. BUT, if i get another
email from that sender, it comes through. i'm using outlook 2003.

The first two things that come to mind is your message rules are
stopping the process for some reason before it checks for blocked senders.
It also may well be that the sender is not exactly the same each time. Many
spammers make small changes (hidden changes when possible) to avoid those
list.
