Blocked attachments

How do you get attachments that Outlook 2002 block as
potentially unsafe? It is an .exe which is from a trusted
source. It appears there is a Level 1 and Level 2
security setting somewhere, but I don't know where to
change it (using XP Home).

Once it is blocked, can you still retrive it or does it
need to be sent again?
