Block access with the firewall

Right now I am using Windows XP SP2 which have its own firewall. My question
is how can I block a program that I have installed on my computer to acces
the Internet ?
I use to block some programs to acces Internet because they cause me
problems.
(ZoneAlarm has a function to block access and I guess the XP firewall should
have the same function).

No, it only blocks inbound traffic. If you want to control outbound traffic,
use something else.
