Do you see anything on the screen during boot up? Beeps?
How about hitting F8 while it's booting and trying safe mode or last known
good configuration?

If you're not getting anything on the screen when you boot the system and
aren't getting a beep or any fan or drive sounds, then you've got some
serious hardware issue that can't just be configured away. If you have
some spare parts to try some swaps you might be able to narrow it down but
it could be the powersupply, the CPU, or motherboard.
