Blank email body in Outlook 2003

Messages from a couple users are showing up with blank text. The message
contains

TEXT
----------- then a HTML type line ---------------------------
then HTML text

the message is blank until the user tries to reply. Then the user can see
all text in the message

they are using settings.

Tools - Options - Mail Format - [X] Use Microsoft Office Word 2003 to edit
e-mail messages.

Original text in one of the messages was of different colors, so I've ruled
out white-on-white message problem.

Any ideas would be helpful
 
That's the first setting I tried. Any suggestion as to which type may be best?
