More likely that your REFRESH RATE is set too low.
If your video card / monitor is incorrectly set, you'll need the right drivers. Uninstall whatever Device Manager says & let windows figure it out. (99% of the time!)
Right click on desktop, select Properties, select last tab "Settings" in new window, button "Advanced". Select "Monitor" tab in new window.
There should be a dropdown. Try a higher number - default is 60, >=72 stops the headache-inducing flicker, max possible is best setting.
