Black screen, can't re-install windows

Hey:

We clicked a site on the web and the screen went black, now, every time I
restart I have a black screen saying windows did not load properly. If I
choose 'normal Windows' I end at a blank black screen an it goes no further.
I can go into safe mode but can't seem to fix anything.

So I tried to format/install windows got to the set up screen where it asks
to install or repair and I can get no further. Tried different drives, tried
pressing 'Enter,' 'R' or 'F3' but nothing happens????
 
Try this:

Boot into Safe Mode and open your Device Manager.
Right-click on the Display Adapter and select Uninstall.
Reboot and Windows XP will reinstall the generic VGA
driver. Next, download the latest Windows XP drivers
from your video adapter manufacturer's web site and install.

Your DELL PC should have a hidden partition with restore
information/image. Have you got the restore CD? Have you tried
contacting DELL. Their support is second to none in this respect.

If you really want to wipe everything from the system then format the
HD by inserting your OS CD in the drive and then boot it. Follow the
instructions given on the screen. You will need to use the FDISK first
to delete the partition and reset it.

I can't get past the first screen, I insert the cd, boot, divers are
installed then the window that gives three options; continue, restore or
exit. No keys work at this point, all we can do is manualy shut down at this
point.
