Its adware / spyware. Both Ad-aware and Spybot will remove it.

It can easily be done manually as well. Get Mike Lin's Startup control panel
from here:
http://www.mlin.net/StartupCPL.shtml
Find the offending item in one of the startup groups, note the file name
then delete the startup item, search for the file and delete that as well.
