I would like to know why my system is acting quirky after
upgrading from 256mb pc2700 memory to 3 banks of 512mb of
pc2700. By quirky i mean that my system (xp) boots and
goes to my desktop but... my programs keep shutting down
and explorer keeps shutting down when i execute them. The
system sees the 1.5gb of mem and the boot seems solid.

Sounds like one or more bad memory sticks.
Reseat the memory sticks.
Try removing sticks of memory one at a time.
Go back to original memory configuration

But... XP recognizes the memory (and full capacity) in
SYSTEM. I have the page file set to automatic. Is this
an activation problem? Everything seems fine until the xp
system goes to use the ram. Opening explorer kicks a
message box for send report and then shut down. Is there
a way to "flush" the xp memory settings? My world seems
ok until i try to use something. Thank you for the
reply~!!

Recognizing is not the same as using.
This is not an activation issue, activation does nothing like this.

The first step in any type of troubleshooting is to undo what was just
done.
You have memory issues after making memory changes...

You can lose nothing by trying except ruling out another possibility.
