Bigger logon problem

Ok I've figured out that the .net framework update probably has started this problem. Mine goes a little deeper as when my mother (her computer, I'm her tech support) saw the log in screen (after appearantly being in a standby mode) she tried using her Internet log in info....several times. When I told her to try just entering without a password she got onto the windows wallpaper, but NO user settings. NO taskbar, NO NOTHING. I went to look at it and am stumped. Some times get a message that Uxthemes.dll(?) cannot be found. Ctrl/alt/dlte brings up the task manager but trying to open any program gives me a Comres.dll not found. I got Norton sysworks to actually come up by clicking off the comres message a hundred times, but cannot get any utilities to function. Under users in taskmgr there are none shown. Safe mode brings me to a black screen with white safe modes in each corner and across the top. My guess is that it has bypassed the all users settings and with whatever she did typing in passwords has caused a problem. Help me look good on this one.

do a repair install
 
Tried that too (I almost posted an immediate follow-up). I don't know if I can do it with an upgrade cd for a different computer or not. (The recovery disks that came with it don't let you do a repair) BUT it kept asking for an administrator password, which shouldn't be in there. Couldn't get by that screen.HELLLLLLLP

Sysinternals has an app to bypass the admin password.
