If the video plays within PowerPoint, then that is probably the best way.
Others will have to speak to whether that is the best format.
Triggers are a way to launch an animation. Normally, animations take
place in sequence (one after another) either automatically or via a mouse
click. With triggers, you can set an animation to happen when an object
is clicked. For example, if I have two shapes, and I want one to appear
when the other is clicked, I would set a normal animation for the one I
want to appear. But for the Timing, I would select Triggers and choose
the other shape as the Trigger. Imagine a multiple choice question with
three buttons for the choices. One button (for the correct answer) could
trigger a star to appear. The other buttons could trigger a text box to
appear with words to the effect of: "Try again." A fourth button could
be for extra help and trigger another text box to appear with a hint.
Here is a Web site that might help you further:

Note that triggers only work in 2002 and 2003, not in earlier versions.
Also, if you are distributing the presentation to people without
PowerPoint, they will need the 2003 Viewer.
