Best resolution for website page

..Some sites use fullpage view ie width is 100% so the page fills the whole
screen no matter what the resolution used. However a lot of sites use 800
pixel width so the page will not fill the whole screen when viewing with
1024x768 etc.
Why is this and what's best?
