Freeware if possible, I'd be willing to buy if I have to.

Thanks.
I am achieving quite satisfactory results with the free Microsoft
provided MovieMaker program, which comes with XP Sp-2. I have no idea if
the MovieMaker folder (as installed) is self-contained, or whether it
could be copied entoto to earlier versions of XP, or even ME. It might
be worth an experimenter's trial just to find out. It accepts my AVI
inputs, allows me to segue them into a single longer product, edit out
beginning/ending scenes, add credits of my own, create some fading
effects, and even save the finished results to .WMV format with a
dramatically smaller file size.

I would strongly suggest checking out:

www.videohelp.com and afterdawn.com

Not only an excellent listing of freeware/shareware/demo etc video
splitters, etc, and all sorts of other files for working with video
files.

Former site especially has some wonderful tutorials, guides,
how-to-use, and user feedback.

A couple of great tools I always use are VirtualDub and VCDGear for
splitting-joining, and all sorts of other apps.

Sorry, I know this doesn't answer your specific request, I just wanted
to point you to these two way excellent sites for more help.
