Best Access book for someone new?

I don't have experience with programming. I have done HTML and CSS, that's
it. I took one class at my community college in regards to databases and I
know of the fundmental basics but I don't have them down to a T. What book
would you recommend?

Before you start building databases, it is important to know what a good
database is, and why it is designed that way. Fortunately, there's a great
book on the subject that's easy to understand:

Database Design for Mere Mortals by Michael J. Hernandez

Once you get the principles under your belt, there are several good books by
John L. Viescas that you can locate on Amazon,com. As you require advanced
programming skills, you'll find the Access Developer's Handbook by Ken Getz,
useful.

There are lots of good books - Arvin's suggestions are the cream of
the crop. If you would like additional choices, either go to a good
bookstore (a big Borders or Barnes and Noble or the like), pull a
dozen Access books off the shelf, and browse through them to see if
they fit your level of expertise and learning style. Try to use the
index to look up some specific task (The Not In List event perhaps).

Two that I don't believe have been mentioned, so far:

For the complete novice, new to Access and databases, "Microsoft Access
<versionnumber> Step by Step" published by Microsoft Press. Insert the
version number of Access that you'll be using.

For relational database, and how to approach application design, "Designing
Effective Database Systems," by Rebecca Riordan, published by
Addison-Wesley.
