There's no utility that I know of. When the battery starts to go, you will
normally notice that the system clock will lose time when the computer is
powered off. That's the time to change the battery.
On the other hand, a new battery is cheap, so if you are worried about it
and want to change it now, just do so.

It's lifespan depends a lot on whether or not you disconnect the PC from
the mains or not after you turn it off.
