Batch copy/paste - Photoshop or FireWorks

I have 400 jpeg pictures, all 1195 X 1700.

I need to create a black border (frame) around the images, and the
result needs to be 1350 X 1800.

What's the fastest solution ?

Freeware ? Batch process ?

How to do it ?

Start IrfanView:

Menu: "&File\&Batch Conversion/Rename..."

In new dialog: "Batch conversion"
OptionSelect("Batch conversion")
Check("Use advanced options")
ButtonClick("Set advanced options")

In new dialog: "Settings for all images:"
Check("Canvas size")
ButtonClick("Settings")

In new dialog: "Add image border (Canvas size)"
enter settings for all 4 borders
ButtonClick("OK") to close dialog

In old dialog: "Settings for all images:"
ButtonClick("OK") to close dialog

In new dialog: "Batch conversion"
Select .jpg files, and click START
