Are you using a frameset, then?
If so, right-click your hyperlinked picture, choose
Hyperlink Properties, and click the Target Frame button.
If you want the new page to replace the entire frameset,
choose Whole Page.
If you want the new page to appear within a frame within
the current frameset, type the name of that frame in the
Target Setting box.
