Bandwidth? Freeing up

Try to add ordinary Cam to my computer, all sets up Ok but cant use as
it says it requires 80% of Bandwidth, so in order to use I need to free
up. Free up what? The only other thing using the USB ports is my modem?
There is nothing else to free up? Help please. Thanks.
 
Each Root Hub has a Power limitation of 500 mA. The Host Controller
that serves the Hubs has a Bandwidth limitation. Usually there is a system
reservation of 10%. Some USB devices will require large allocations of
the bandwidth (Composite, Networking). You can check the Bandwidth
used, by opening Device Manager, Expand the Universal Serial Bus
controllers category. Double-Click each Host Controller and then Click
the Advanced (TAB). The details box will show bandwidth used.
Unfortunately, if your System is USB 2.0 compliant all USB 2.0 devices
work from a single controller and the combination of your 2 devices is
overloading the available bandwidth. (Check this by DB Clicking the USB
Host controller with "Enhanced" in it's descriptor).
