Balancing Columns

I have 3 columns - 2 with text and graphics, the middle
with a vertical line to separate the two. I can't get
them balanced at the top, so that all three start in the
same place. I hit "enter" several times at the end of one
column because it is too low. Then the vertical line is
too low. I try to adjust it, then the third is too low.
Also, when they look relatively balanced in normal view,
they don't look the same in preview mode or in the browser.
Is there some trick to this? Thanks.

Select each cell, then cell properties, then set alignment to Top and Left.
