Bad Windows Software?

I just purchased Microsoft Windows from a vendor that assured me I was getting official
and legal Microsoft software in a sealed package.

Well, I got an official Microsoft Windows CD, but it is labeled "Not for resale", and
"NOT FOR RETAIL OR OEM DISTRIBUTION", and it is in a plain, open paper sleeve. There is
a product key on the back.

Is this bad? Or do I need to buy a license (whatever that is). Do I need to return this
and report the vendor?

"Not for resale"

Return it IMMEDIATELY.

This may or may not be piracy related, but that link is a good starting
point.

I am not sure exactly what you got, but if there are activation ,
installation or other problems, you may be on your own and out the $ unless
you return it..

No, this is not OEM software.
Not with this phrase "NOT FOR RETAIL OR OEM DISTRIBUTION" and "Not for
resale"
Those are the marking on software that is given free and one of the
conditions is it is not to be sold.

Did you miss my original questions? I wanted to know if I should 'report the vendor",
and the others gave me links to do so. Did you not read the end of my post, or only the
first few sentences?
