backup only restores folders not files

i try to restore our win 2000 server from a usb drive however the only thing
i get is the folder structure and none of the files. has this ever happened
before? The backups used to be every day at midnight copied to our e:\ drive
then at 3 am it would be xcopy'd to our usb drive. is there any way to
recover our files? There are literally only folders for both our drives.

Did you ever try a test restore before to make sure your backups were
successful?
Do you have any other backups/backup file versions? You shouldn't rely only
on one backup set for a server.

Here are a few starting points to address your problem:
- What exactly is your backup command?
- How are you trying to restore your files? (Command line? Explorer?)
- What do you see on your USB drive? Files? Folders?
- What do you mean with "There are literally only folders for both
our drives." Which drives?
