Try this.

Save Settings on Exit

Automated edit here...

Scroll down to...
54. Right hand side
Save Settings on Exit - Don't Save Settings
Click on...
Save Settings on Exit

savesettings.reg is the file that you want.

I have a question about the desktop background. I have a laptop from
hp, and it came with a default desktop background. I can change that
by going in the display properties. But when I log out, the default
background comes back. How can I change that?

The tweak UI worked! The registry edit did not.
