background noise affecting recording

I've discovered, by turning my speaker volume up high,
that there's a hell of a lot of background noise on my
pc. Opening programmes, moving mouse cursor, etc. Even
when I'm just on desktop, there's background buzzing and
irregular electrical pulses.
Normally this doesn't bother me, but I'm now writing and
recording my own songs and music and it's affecting the
recordings. When I burn my stuff to cd, and play back on
a hi-fi system or pc, the background clatter is bad.
Any suggestions for getting rid of this?
I'm using XP Home on an Advent 2400 AthlonXP, AC'97
integrated soundcard with the latest drivers.

Do you have a connected micophone that is not muted, or turned off?
 
Yes, should've added that the noise occurs only when the
mic is plugged into the mic socket. Doesn't matter if its
on or off, the noise is there, but as soon as I unplug
it, beautiful silence.
Any ideas?
